To highlight is to say the nickname of a user in a channel.

Highlighting is a means of getting the attention of the user. Different clients react to highlights in different ways. Some clients make sounds. Some change the way the message is displayed, such as changing the background color or bolding the text. Some change the way the channel tab is rendered, generally changing the color.

Only highlight somebody who may be idling if you must get their attention as soon as possible. These changes are obvious to notice, and can disrupt what the person is doing. If you are having a conversation with somebody while another conversation is going on at the same time in the channel, you can highlight that person so as to keep the conversations straight.

Excessive misusage of highlighting can lead to channel bans and being ignored. Use it only when appropriate.
